Small but important bugfix for those of you with multiple monitors at different refresh rates.

Changes:

- Fixed graphics going haywire if the game is started on a 60hz monitor and then moved to a non-60hz monitor during gameplay (for real this time. Hopefully.)

- Added a Technical Problems Readme to document any known issues and how to fix them.
